習近平主持召開中央全面深化改革委員會第二十一次會議

新華社(she)北京(jing)8月30日(ri)電(dian) 中共中央總書記(ji)、國家主席、中央軍委主席、中央全面(mian)深化改革委員會主任習(xi)近平8月30日(ri)下午主持召開中央全面(mian)深化改革委員會第(di)二十一次(ci)會議,審議通過了《關于(yu)強化反壟(long)斷深入(ru)推進(jin)公(gong)平競(jing)爭政策實施(shi)的(de)意(yi)(yi)見(jian)》、《關于(yu)改革完善(shan)體制機(ji)制加(jia)強戰略和應急(ji)物資儲備(bei)安全管(guan)理的(de)若(ruo)干意(yi)(yi)見(jian)》、《關于(yu)深入(ru)打(da)好污染防治攻堅(jian)戰的(de)意(yi)(yi)見(jian)》、《關于(yu)更加(jia)有效發揮統計(ji)監督職能作(zuo)用的(de)意(yi)(yi)見(jian)》。

習近平在主持會(hui)議(yi)時強(qiang)調,強(qiang)化(hua)反壟斷、深入(ru)推進公(gong)平競爭(zheng)政(zheng)策實施(shi),是完(wan)善社會(hui)主義市(shi)(shi)場經濟體制(zhi)的(de)(de)內在要(yao)(yao)求。要(yao)(yao)從(cong)構(gou)建新發(fa)(fa)展(zhan)格局、推動高(gao)(gao)(gao)質(zhi)量(liang)(liang)發(fa)(fa)展(zhan)、促進共同(tong)富裕的(de)(de)戰略高(gao)(gao)(gao)度出(chu)發(fa)(fa),促進形(xing)成公(gong)平競爭(zheng)的(de)(de)市(shi)(shi)場環(huan)境,為各類市(shi)(shi)場主體特別(bie)是中小企(qi)業創(chuang)造(zao)廣闊的(de)(de)發(fa)(fa)展(zhan)空間,更好保護消(xiao)費者權益(yi)。國(guo)家儲(chu)備(bei)是國(guo)家治(zhi)理的(de)(de)重要(yao)(yao)物質(zhi)基礎(chu),要(yao)(yao)從(cong)體制(zhi)機(ji)制(zhi)層面加強(qiang)戰略和應急(ji)物資儲(chu)備(bei)安全管理,強(qiang)化(hua)戰略保障、宏觀調控和應對急(ji)需功能,增強(qiang)防范(fan)抵御重大風險能力(li)。要(yao)(yao)鞏固污(wu)染防治(zhi)攻堅成果,堅持精(jing)準治(zhi)污(wu)、科學治(zhi)污(wu)、依法治(zhi)污(wu),以更高(gao)(gao)(gao)標(biao)準打(da)好藍天、碧水、凈土保衛戰,以高(gao)(gao)(gao)水平保護推動高(gao)(gao)(gao)質(zhi)量(liang)(liang)發(fa)(fa)展(zhan)、創(chuang)造(zao)高(gao)(gao)(gao)品質(zhi)生活,努(nu)力(li)建設人與自然和諧共生的(de)(de)美麗(li)中國(guo)。要(yao)(yao)強(qiang)化(hua)統(tong)計監(jian)(jian)督(du)職(zhi)能,提(ti)高(gao)(gao)(gao)統(tong)計數(shu)據質(zhi)量(liang)(liang),加快構(gou)建系(xi)統(tong)完(wan)整、協同(tong)高(gao)(gao)(gao)效、約束有(you)力(li)的(de)(de)統(tong)計監(jian)(jian)督(du)體系(xi)。

中(zhong)(zhong)共(gong)中(zhong)(zhong)央政治局常(chang)委、中(zhong)(zhong)央全(quan)面深化(hua)改革委員會(hui)副主(zhu)任(ren)李克強、王滬寧、韓正出席會(hui)議。

會議指出,黨的十八大以(yi)來,我們(men)(men)圍(wei)繞反壟(long)斷(duan)、反不(bu)正(zheng)(zheng)當競(jing)爭(zheng),作出一(yi)(yi)系(xi)(xi)列重大決策部署,完善公平(ping)競(jing)爭(zheng)制(zhi)度,改革市場監(jian)管體(ti)制(zhi),加強反壟(long)斷(duan)監(jian)管,推進高標準市場體(ti)系(xi)(xi)建設,推動形成(cheng)統(tong)一(yi)(yi)開放(fang)、競(jing)爭(zheng)有(you)序(xu)的市場體(ti)系(xi)(xi)。針對(dui)一(yi)(yi)些平(ping)臺(tai)企業存在野蠻生長、無(wu)序(xu)擴張等突(tu)出問題(ti),我們(men)(men)加大反壟(long)斷(duan)監(jian)管力(li)度,依法(fa)查處有(you)關平(ping)臺(tai)企業壟(long)斷(duan)和不(bu)正(zheng)(zheng)當競(jing)爭(zheng)行為,防止資(zi)本無(wu)序(xu)擴張初見成(cheng)效,市場公平(ping)競(jing)爭(zheng)秩序(xu)穩(wen)步向好(hao)。

會議強(qiang)調,要(yao)(yao)統籌(chou)發(fa)展(zhan)(zhan)和安(an)全(quan)(quan)、效(xiao)率和公平、活力和秩序(xu)、國內和國際,堅(jian)持監管規范和促進(jin)發(fa)展(zhan)(zhan)兩(liang)(liang)手并重、兩(liang)(liang)手都要(yao)(yao)硬,明確(que)規則,劃出底線,設置好“紅綠(lv)燈”,引(yin)導(dao)督促企(qi)業服從黨的(de)領導(dao),服從和服務于經(jing)濟社(she)會發(fa)展(zhan)(zhan)大(da)局,鼓勵支持企(qi)業在(zai)促進(jin)科技進(jin)步、繁榮市場(chang)(chang)經(jing)濟、便利(li)人民(min)生(sheng)活、參與國際競(jing)爭(zheng)中(zhong)(zhong)發(fa)揮(hui)積極作用(yong)。要(yao)(yao)加(jia)快健全(quan)(quan)市場(chang)(chang)準入(ru)制(zhi)度(du)、公平競(jing)爭(zheng)審查機(ji)制(zhi)、數字經(jing)濟公平競(jing)爭(zheng)監管制(zhi)度(du)、預防和制(zhi)止濫用(yong)行政(zheng)權(quan)(quan)(quan)力排除限制(zhi)競(jing)爭(zheng)制(zhi)度(du)等(deng)。要(yao)(yao)堅(jian)持“兩(liang)(liang)個毫不(bu)動(dong)(dong)搖”,推動(dong)(dong)形成大(da)中(zhong)(zhong)小企(qi)業良性(xing)互動(dong)(dong)、協(xie)同發(fa)展(zhan)(zhan)良好格局。要(yao)(yao)堅(jian)定不(bu)移推進(jin)高水平對外開放,保護產(chan)權(quan)(quan)(quan)和知識(shi)(shi)產(chan)權(quan)(quan)(quan),增強(qiang)政(zheng)策(ce)透(tou)明度(du)和可預期性(xing)。要(yao)(yao)加(jia)強(qiang)競(jing)爭(zheng)法律制(zhi)度(du)和政(zheng)策(ce)宣傳培訓,強(qiang)化企(qi)業公平競(jing)爭(zheng)意識(shi)(shi),引(yin)導(dao)全(quan)(quan)社(she)會形成崇尚(shang)、保護和促進(jin)公平競(jing)爭(zheng)的(de)市場(chang)(chang)環境。要(yao)(yao)加(jia)快建立全(quan)(quan)方位、多(duo)層次、立體化監管體系(xi),實現事前事中(zhong)(zhong)事后全(quan)(quan)鏈(lian)條全(quan)(quan)領域(yu)監管,堵塞監管漏(lou)洞,提高監管效(xiao)能。要(yao)(yao)加(jia)大(da)監管執(zhi)法力度(du),加(jia)強(qiang)平臺(tai)經(jing)濟、科技創新、信息安(an)全(quan)(quan)、民(min)生(sheng)保障等(deng)重點領域(yu)執(zhi)法司法。要(yao)(yao)完善(shan)反壟(long)斷(duan)體制(zhi)機(ji)制(zhi),充實反壟(long)斷(duan)監管力量。

會議指出,黨的十八大(da)以來,我們加強(qiang)國(guo)家儲(chu)(chu)備(bei)頂層設計(ji),深化儲(chu)(chu)備(bei)管(guan)理體制機制改革,對中央政府儲(chu)(chu)備(bei)實行集中統(tong)一管(guan)理,加快建設覆(fu)蓋全國(guo)的物資儲(chu)(chu)存和(he)調運(yun)基(ji)礎設施網絡,國(guo)家儲(chu)(chu)備(bei)基(ji)礎和(he)實力不斷增強(qiang),在防范化解重大(da)風險、有效應對新冠肺炎疫情中發揮了重要作用。

會(hui)(hui)議強調,我國是(shi)大國,必(bi)須(xu)具備(bei)(bei)(bei)(bei)(bei)同大國地(di)位相符的國家儲(chu)(chu)(chu)(chu)(chu)備(bei)(bei)(bei)(bei)(bei)實力(li)和(he)應急能力(li)。要(yao)(yao)統(tong)(tong)籌(chou)解決好(hao)“儲(chu)(chu)(chu)(chu)(chu)什(shen)么(me)”、“誰來儲(chu)(chu)(chu)(chu)(chu)”、“怎么(me)儲(chu)(chu)(chu)(chu)(chu)”的問題(ti),系(xi)統(tong)(tong)規劃、科學優(you)化儲(chu)(chu)(chu)(chu)(chu)備(bei)(bei)(bei)(bei)(bei)的品類、規模(mo)、結(jie)構,加快補(bu)齊(qi)補(bu)足關鍵品類物(wu)資(zi)短板(ban)。要(yao)(yao)加快健(jian)全統(tong)(tong)一(yi)的戰略和(he)應急物(wu)資(zi)儲(chu)(chu)(chu)(chu)(chu)備(bei)(bei)(bei)(bei)(bei)體系(xi),堅(jian)持政府主導、社會(hui)(hui)共建、多元互補(bu),健(jian)全中央和(he)地(di)方、實物(wu)和(he)產能、政府和(he)企業(ye)儲(chu)(chu)(chu)(chu)(chu)備(bei)(bei)(bei)(bei)(bei)相結(jie)合的儲(chu)(chu)(chu)(chu)(chu)備(bei)(bei)(bei)(bei)(bei)機(ji)制,優(you)化重(zhong)要(yao)(yao)物(wu)資(zi)產能保障和(he)區域布局,分類分級落實儲(chu)(chu)(chu)(chu)(chu)備(bei)(bei)(bei)(bei)(bei)責任,完善(shan)儲(chu)(chu)(chu)(chu)(chu)備(bei)(bei)(bei)(bei)(bei)模(mo)式,創新儲(chu)(chu)(chu)(chu)(chu)備(bei)(bei)(bei)(bei)(bei)管理機(ji)制。要(yao)(yao)完善(shan)戰略儲(chu)(chu)(chu)(chu)(chu)備(bei)(bei)(bei)(bei)(bei)市場調節(jie)機(ji)制,增強大宗商(shang)品儲(chu)(chu)(chu)(chu)(chu)備(bei)(bei)(bei)(bei)(bei)和(he)調節(jie)能力(li),更好(hao)發揮戰略儲(chu)(chu)(chu)(chu)(chu)備(bei)(bei)(bei)(bei)(bei)的穩定市場功能。要(yao)(yao)加大國家儲(chu)(chu)(chu)(chu)(chu)備(bei)(bei)(bei)(bei)(bei)監管力(li)度,發揮專業(ye)監管、行(xing)業(ye)監管、屬地(di)監管合力(li)。

會議(yi)指(zhi)出,近年來,我們推動(dong)污染防(fang)治的措施之實(shi)、力度(du)之大、成(cheng)效之顯著前所未有(you)。“十四五”時(shi)期,我國生態文明建設進入以降碳為(wei)重(zhong)點戰略方向、推動(dong)減污降碳協同(tong)增效、促進經濟社會發(fa)展全面綠色轉型、實(shi)現生態環境(jing)質量改善(shan)由量變到質變的關鍵時(shi)期,污染防(fang)治觸及的矛盾問題(ti)層次更深、領(ling)域更廣(guang),要求也更高(gao)。
